ai-entry.ts and index-build.ts build ${SITE}/api/v1/... strings by hand while manifest/paths.ts owns API (TruthAudit). Every api/v1 URL and output path comes from one module.

    Working on this in #659 (draft). Branch fix/652-refactor-one-module-owns-the-api. Regression test first, then the fix.
