Implements the DX + CI/CD overhaul plan: drop act/Docker, runner-native CI (≤13 jobs), Version PR + tag-triggered release (
bun run release:tag), commit-msg + PR-title Conventional Commits, Contributor Covenant 3.0,bun dev= package watcher + site. VRT baselines must be regenerated on ubuntu-24.04 (bun run test:vrt:update).
