CI stopped running specs when ubuntu-latest moved to Ubuntu 26.04. ruby/setup-ruby has no 4.0.2 build for it, so the setup step fails with "Unavailable version 4.0.2 for ruby on ubuntu-26.04". This takes the latest 4.0.x release instead.

Root cause: the workflow pinned `ruby-version: '4.0.2'`, and `ubuntu-latest` now runs Ubuntu 26.04, which `ruby/setup-ruby` has no 4.0.2 build for. The setup step fails with "Unavailable version 4.0.2 for ruby on ubuntu-26.04" before any spec runs.

`ruby-version: '4.0'` takes the latest 4.0.x release built for the runner, so a new runner image no longer breaks the setup step.
