When the lts or stable version shifts, that tag was only published for a new wasmtime release. This potentially creates a period where the tag points to the previous lts release, but not the current lts release. Now the additional tags are published for each run. In the vast majority of cases, the published tag will already exist for the same digest creating an idempotent operation. The additional tags are still skipped if the job is not set to publish.
