Consolidate the AGENTS.md rules into a rulebook - #282

Conversation
The root, test-suite, and macro-core guides now contain only rules, and the two macro-core files merge into crates/macros/AGENTS.md. The development commands move to the README, and the macro review procedure moves to the knowledge base's implementation document. The root states the universal rules and the cgp-specific code, test, review, and sibling rules. Co-Authored-By: deepseek-v4.1-flash-1017

Overview
[deepseek-v4.1-flash-1017] The
cgprepository'sAGENTS.mdfiles now contain only rules, and the set is consolidated from four files to three. The two macro-core files merge intocrates/macros/AGENTS.md, the root keeps the code, test, macro-review, and sibling rules, and the test-suite file keeps only its directory rules. The development commands move toREADME.md, and the macro review procedure moves to the knowledge base's implementation document. The change is editorial: it removes project descriptions, architecture, module maps, command lists, histories, and procedures from the rule files, and points each rule at the document that owns the material. The root states the universal rules and the
cgp-specific rules.Impact
The files an agent reads before working in
cgpare shorter and contain only rules. The macro review procedure now lives incgp-knowledge-base/cgp/implementation/review.md, and the commands live inREADME.md. No crate code or runtime behavior changes. The matching
AGENTS.mdchanges in the sibling repositories are prepared separately and are not part of this PR.Areas needing attention
Compare the new root,
crates/macros/AGENTS.md, andcrates/tests/AGENTS.mdwith the old four files to confirm that every rule and anchor survived. The macro review procedure moved out ofcgp/AGENTS.md; its old#scrutinize-the-macro-codegenanchor now lives incgp-knowledge-base/cgp/implementation/review.md#scrutinize-the-macro-codegen.
