The release workflows of CTBase.jl#623, applied here: ReleaseGate.yml (REL1-REL7 on every PR), ReleaseTag.yml (tag and GitHub release of a merged release PR), Breakage.yml on breakage-suite.yml (one report per run, the REL1 check of a release PR) and Documentation.yml dispatchable (ReleaseTag runs it on the tag). AGENTS.md pins ct-conventions v0.7.0 and points to the release recipe of ct-agents.

Breakage.yml lists no package: the consumers are derived from the Project.toml files of the organization by CTActions (the packages that load this one in their deps, weakdeps, extras or test environment), and Breakage also runs on push to main, where it records the baseline a release PR compares with.

The pin moves from v0.5.2 to v0.7.0: besides REL1-REL7, it brings TST8 (v0.6.0) and the definition of generated documentation sources. This PR does not audit the package against them.

Two groups, as before: packages (OptimalControlProblems, Tutorials docs; label run breakage) and applications (the applications and tutorials, some owned outside control-toolbox; label run breakage applications). Each group has its own report and baseline. On push to main both run, which is the baseline a release PR compares with, so the applications group runs there too: say if that is too heavy.

The label run breakage is on this PR to run the new suite once.

The release callers of CTBase.jl#623: ReleaseGate, ReleaseTag, Breakage on
breakage-suite, Documentation dispatchable; AGENTS.md pins ct-conventions v0.7.0.
