fix: find clang tools for a full version like =12.0.1 - #548
A version requirement was only checked against MAJOR.0.0. A full version such as =12.0.1, or 17.0.6 (which semver reads as ^17.0.6), matches no MAJOR.0.0, so --version failed with UnsupportedVersion before looking on PATH or downloading anything. The --version help even uses =12.0.1 as an example.
$ clang-tools -v =12.0.1 -d bin clang-formatError: The version requirement does not satisfy any known/supported clang version
$ clang-tools -v 17.0.6 -d bin clang-formatError: The version requirement does not satisfy any known/supported clang version
With this PR both install (clang-format version 12.0.1, clang-format version 17.0.6).
Changes
New lowest_match_in_major(): the lowest version of a major version that satisfies the requirement. It checks MAJOR.0.0 and the lower bound of each comparator with that major. get_min_ver() and the PATH lookup (clang-format-12) use it.
The PATH lookup skips a suffixed binary whose version does not satisfy the requirement, so a clang-format-17 that reports 17.0.5 doesn't hide a matching clang-format 17.0.6 for =17.0.6.
The cache lookup checks each major version that can satisfy the requirement (newest first), so >16.0.0, <18 finds a cached clang-format-17.
The static binaries are matched by their full version from index.json (for example 12.0.1) instead of MAJOR.0.0. So =17.0.0 no longer downloads 17.0.6, and the resource headers check for LLVM 15 and older looks in the right folder (lib/clang/12.0.1, not lib/clang/12.0.0), so the headers aren't extracted again on every run.
The static binaries are named by major version only, so a cached clang-format-17 can be from an older release. An exact request now rejects it in the cache lookup, and download_tool used to reuse that file and fail the new release's checksum on every run. Now a cached binary whose checksum does not match is downloaded again.
Tests
New unit tests for lowest_match_in_major(), get_min_ver() and find_suitable_version() with full versions, plus eval_installed_exact_requirement (PATH), eval_skips_suffixed_mismatch, eval_cached_bin_newer_major, eval_static_dist_exact_requirement (static download) and cached_from_other_release (re-download). Locally all clang-tools-manager tests pass (run per module, since they share PATH), and cargo clippy --all-features --all-targets -- -D warnings and cargo fmt --check are clean.
A version requirement was only checked against `MAJOR.0.0`, so a full
version such as `=12.0.1` or `17.0.6` (which means `^17.0.6`) matched no
supported major version. `--version` then failed with "UnsupportedVersion"
instead of finding `clang-format-12` on PATH or downloading it.
- `lowest_match_in_major()` finds the lowest version of a major version that
satisfies the requirement; it is used by `get_min_ver()` and the PATH lookup.
- The static binaries are matched by their full version from `index.json`,
not `MAJOR.0.0`. This also gives the right resource headers folder for
LLVM 15 and older (`lib/clang/12.0.1`).

Walkthrough
Release data now includes full LLVM versions. Version requirement lookup finds the lowest matching version within supported majors, and executable lookup uses that matching logic. If a cached binary has a checksum mismatch, the downloader replaces it and verifies the replacement.

Replace a cached binary when its release changes.
If clang-format-17 contains an older static release, an exact request for a newer LLVM 17 version rejects the old binary during cache lookup. The new full-version matcher then selects the newer release, but download_tool reuses the same major-named file. Verification uses the newer release’s checksum, fails, and leaves the old file in place. When PyPI is unavailable, every retry ends in GetToolError::NotFound until the user deletes that file. Include the release version in the cache identity, or replace a cached binary that fails verification before returning an error. (raw.githubusercontent.com)

Update the cache path selection in download_tool so its identity includes the
selected static release version, preventing different LLVM releases with the

The static binaries are named by major version only. With an exact
version like `=17.0.6`, a cached clang-format-17 from an older release is
rejected by the cache lookup, but download_tool reused that file and failed
the checksum of the new release every time.

Check the installed version before accepting a suffixed clang-format-N candidate.
With =17.0.6, a clang-format-17 that reports 17.0.5 now blocks the matching clang-format (17.0.6) on PATH. This is a regression from the PR base.
get_exe_path returns the first suffixed executable it finds, without checking its version. The caller rejects a version mismatch and skips the unsuffixed clang-format fallback. The cache and download steps then run. With downloads disabled, the matching installed tool is never selected.
The base code excluded major 17 for =17.0.6, so the lookup reached the unsuffixed fallback and found 17.0.6. The new lowest_match_in_major check includes major 17, which changes this result.
The same pattern affects any exact or narrow requirement where a suffixed link has a non-matching patch version and the unsuffixed tool matches.
Fix: when a suffixed candidate's version does not satisfy req, skip it and continue the search. Then the lookup can reach the unsuffixed fallback. Keep the early return for candidates that satisfy req.

Check both static cache majors.
For >16.0.0, <18, get_min_ver() returns 16.0.1, so the cache branch checks clang-tidy-16. The static downloader selects a matching major-17 release and names its binary clang-tidy-17. The valid cached binary is missed, so package-manager and PyPI resolution runs unnecessarily.
Check both the selected static major and min_ver.major. Keep the existing version and resource-header checks for both candidates. This preserves a valid cached major-15 binary for >=15, <18.

I wanted to be extra diligent about this review. I noticed PyPI releases for clang-format or clang-tidy sometimes have newer releases with a build number appended to the version (17.0.6.1). I had to write special logic give weight to the build number, so the newer builds take precedence; otherwise the semver API treats the build number as useless metadata.
… cached major
- A `clang-format-17` that reports 17.0.5 no longer hides a matching
`clang-format` 17.0.6 on PATH for `=17.0.6`.
- The cache lookup checks each major version that can satisfy the
requirement, so `>16.0.0, <18` finds a cached `clang-format-17`.
Thanks for checking. Agreed, PyPI isn't affected: PyPiDownloader matches the requirement against major.minor.patch with the build number stripped, so =17.0.6 still picks the newest 17.0.6.x wheel. This PR only changes how a requirement maps to a major version and how the static binaries are matched.
After your approval I pushed two small commits for CodeRabbit's second round:
0313783: the PATH lookup skips a suffixed clang-format-17 whose version doesn't satisfy the requirement, so it can't hide a matching plain clang-format, and the cache lookup checks every major that can satisfy the requirement (>16.0.0, <18 finds a cached clang-format-17). Both have tests.
the last commit only rewords a comment for cspell.
