First production runs of the consumer auto-refresh surfaced three bugs:

  1. GH013 on push (compass): the org ruleset requires verified signatures, so the bot's git push is always rejected. Fix: create the refresh commit through the GraphQL createCommitOnBranch API, which GitHub signs automatically (shows as Verified), then open the PR from that branch.
  2. False 'already current' (digital-marketing): git diff --quiet ignores untracked files, so freshly created vendored files were invisible. Fix: stage first (git add -A), detect via the index. dm's main still carries the navy tokens because of this; the rerun after this merge will produce its real refresh PRs.
  3. Silent shadcn failures: the CLI can report 'Something went wrong' (e.g. missing tsconfig.json) without failing the step. Now detected and failed loudly with a hint.

Also: per-app branch names (design-refresh/registry-<workdir>) so monorepo callers (dm: marketing + admin) don't race on a single branch.

Validated: YAML parses; the GraphQL payload builder handles adds/deletes/renames from --name-status -z.

Three fixes from the first production runs:
1. Commits are created via the GraphQL createCommitOnBranch API, which
GitHub signs automatically, instead of a bot git push (rejected with
GH013 by the org's verified-signature rule; seen on compass).
2. Change detection stages first and inspects the index; git diff
--quiet is blind to newly created files and produced a false
   'already current' on digital-marketing.
3. shadcn failures are detected loudly (non-zero exit or 'Something
went wrong', typically a missing tsconfig.json) instead of passing
silently. Per-app branch names stop monorepo callers racing.
