Aligns the specification version/date and current examples and fixtures for the proposed 0.3.0 release, and corrects the changelog comparison links. Feature/schema changes are reviewed in the preceding drafts. The final release date and scope remain subject to assessment.

prep/0.3.0-08-test-description. This is a draft for assessment; review the diff against that base. Merge in dependency order after approval, updating the base as preceding changes land.Validation: schema format/lint, 24 reference cases, 171 normative cases, standalone/complete inline examples and embedded-schema byte equality pass locally with sourcemeta/jsonschema v14.4.0. The informative-test directory is absent on the baseline.
