Scope

• adds the machine-readable parity contract shared with declarative-migrations/declmig-desktop-app.rs
• makes mobile, Flutter desktop, and Rust desktop equal release surfaces
• requires stop-on-discrepancy handling instead of silently accepting drift
• confines platform checks to adapter boundaries and sets the feature-level conditional budget to zero

This is a draft rollout slice. It establishes the common contract and feature-inventory rules; it does not claim that every existing domain feature has already been ported. The paired feature audit and discrepancy closure remain required before marking the PR ready.
