feat: prepare encrypted read-only DNS snapshots - #32
The DNS migration needs a complete inventory of existing records before any changes can be reviewed. The working repository connection currently cannot deliver that inventory to recovery custody.
What
Adds an encrypted DNS snapshot that the maintainer can explicitly enable after approving its temporary transport. It keeps DNS unchanged and leaves the existing migration and recovery approval requirements in place.
📦 New dependency: age — encrypt private inventory before transport.
👉 After merge/promotion: approve the encrypted transport before the first live export.
Validation at 4f30440: the required repository suite passes locally and in CI. Native age encryption/decryption preserves all 1,001 fixture records and their extra fields across two pages. Negative controls reject disabled or foreign dispatches, malformed or inconsistent responses, duplicate and out-of-zone records, credential injection, invalid recipients, broad artifact paths and increased retention. The matching dedicated identity was also recovered from encrypted private custody for a synthetic round trip.
The live snapshot has not been dispatched. The public repository's encrypted artifact transport still needs the maintainer's explicit approval. This preparation changes no Cloudflare resources and does not establish full inventory, independent state, permanent custody or first-plan approval.
The pull request adds a script that validates and encrypts a Cloudflare DNS inventory. A manually dispatched workflow runs the script under fixed event, repository, actor, ref, and confirmation checks, then uploads only the encrypted snapshot. The changes also add an age recovery recipient, CI setup, runbook instructions, and tests for exporter behavior and workflow settings.

Priority: Normal
Merge Risk: Low · up to 4f304
The runbook could mislead operators about the snapshot procedure and the tool needed to decrypt it. Correct the documentation before use; the remaining risk is bounded.

The ancillary scanner warning in review 5648042817 identifies the synthetic credential constant in the DNS snapshot test. It is an inert fixture accepted only by that test's local curl stub; no production credential is committed. The production workflow receives its existing credential from the private CI binding. Keeping the fixture explicit lets the negative controls prove it never reaches logs or child-process environment. No scanner suppression or credential change is needed.
