Why

Email and alerting need infrastructure that can be recovered while the platform is unavailable. We need to inspect the first real infrastructure proposal before allowing any changes.

What

Adds a confirmed read-only proposal for independent state storage, with an encrypted review copy. Any unexpected change stops the proposal; applying it and proving recovery remain separate steps.

Part of #35

Findings

Minor Compute the digests before building the manifest. A failed hash currently yields an empty digest.
Trivial Assert the manifest digests in the success case.

jq manifest-generation command, then pass those variables to jq instead of
calling state_hash inside its arguments. This lets hash failures propagate
before plan-manifest.json is written; also reject any empty digest before
generating the manifest if state_hash can return one successfully.

checks to compare every plan-manifest digest with the SHA-256 of its
corresponding artifact: the binary and JSON plaintext plans, both encrypted plan
files, and the state manifest. Keep the existing scalar-field assertions.

## What this repo is
CI checks links in `README.md` and this file against the repository-owned retired
catalogue list in `.github/retired-repo-links.json`. The required guard verifies
clean documentation, rejected retired links, and missing configuration. Run
`bash scripts/test-retired-repo-links.sh <released-validator-binary>` to repeat
the clean and disposable failure fixtures locally.

## Dependency updates

Dependabot proposes updates to the Cloudflare provider and to the GitHub
Actions this repository uses, as configured in `.github/dependabot.yml`. For
the provider it uses its OpenTofu support, which also refreshes the provider
checksums in `.terraform.lock.hcl`. Provider versions remain exact pins. A new
third-party release waits seven days before Dependabot proposes it as a version
update; the wait does not apply to Dependabot security updates, which GitHub

Walkthrough

Adds a manually triggered, main-branch-only workflow and a guarded OpenTofu planning script. The script verifies the existing zone and bucket absence, imports the zone, and rejects plans or state outside the specified boundaries. On success, it creates an encrypted recovery package with a manifest and uploads the listed files for one day. Tests cover successful packaging and refusal cases. The runbook documents package verification and separate approval gates for apply and migration.

Merge Risk: Low · previous review 737f5

A hash failure could produce a recovery package reported as ready with an invalid digest. Compute and test the digests before relying on the package; otherwise the risk is bounded and the change remains mergeable with owner acceptance.

Full details: Title check

Explanation

The title "feat(bootstrap): export a guarded state storage plan" matches the main change. The PR adds a confirmed, read-only OpenTofu plan for independent state storage, with an encrypted review copy, and the title names that goal. The title is specific and follows Conventional Commits.

Full details: Description check

Explanation

The description states the purpose (recoverable infrastructure for email and alerting) and what the change does (a confirmed, read-only proposal for independent state storage with an encrypted review copy). It matches the changeset and follows the requested short, plain-language format.

Full details: Docstring Coverage

Explanation

Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 2 functions across 3 files. (3 skipped: 3 unsupported.)

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Current head a827da8 passes the full repository suite using pinned OpenTofu 1.12.6, ShellCheck and actionlint. The new behavior has 20 successful/refusal cases with native age encryption, authenticated state/configuration recovery, independently checked plan digests and decrypted failure diagnostics. No provider resource was changed by these tests.

The review's documentation concern is addressed with purpose comments immediately above every introduced shell function and the test driver. The workflow job now also has a descriptive name.

Live provider evaluation remains unverified: this confirmed read-only workflow is restricted to reviewed main and cannot be dispatched from its draft branch. First apply, backend locking and clean-environment recovery remain separate gates.

cr:no-gate@a827da8. The current-head request received a rate-limit refusal (6564081612). The no-gate guard admits progression, and both earlier findings have been fixed, tested, answered and resolved. Proceeding to the next included review lane.

Evaluated at head a827da818d009f541030f5a92251283c01ec5c49 by a second run, taking over from the Codex lane (last push 21:22Z, no live holder).

  • I cloned this head and ran scripts/test.sh the way a contributor would: exit 0, including PASS: read-only bootstrap plan, exact change boundary and native encrypted transport. Local OpenTofu here is 1.13.2, not the workflow's pinned 1.12.6, so the pinned-version reading is the CI one and the earlier comment on this PR.
  • I read the script and the workflow in full. There is no apply path. The token reaches only the fixed GET calls and the isolated provider process, the workflow runs only on main for the approved operator on a first attempt, and only ciphertext plus binding metadata are uploaded. The plan is accepted only as one unchanged zone plus one new state bucket.
  • Not evaluated: a run against the live provider, because the workflow refuses a draft branch. That is the first read after merge, and first apply and recovery stay separate gates on Prove bootstrap inventory before declarative adoption #35.

CodeRabbit refused this head for its rate limit (recorded no-gate); Codex is clean at this head and both earlier CodeRabbit findings are resolved.
