This pull request introduces a comprehensive initial setup for CI (Continuous Integration) and CD (Continuous Delivery) workflows, developer tooling, and project automation for Helm chart development and release. The changes add reusable GitHub Actions, workflow definitions, and local development helpers, as well as documentation and configuration files to streamline chart linting, validation, release, and style enforcement:
