Leave a suppressed note out of its error [GH #405] - #406
Previously suppressing the number of constant evaluations notes led to an internal error, it is now left out of the diagnostic.
Summary by CodeRabbit
Bug Fixes
Fixed diagnostic reporting for failed constant evaluations when related notes are suppressed. The error remains visible without triggering an internal error or producing unwanted related locations in text and SARIF output.
Suppressed diagnostic notes are now omitted from attached error details.
Tests
Added coverage for invalid constant expressions involving shifts and division by zero, including cases where diagnostics are suppressed.

Walkthrough
The compiler now removes diagnostic notes with severity es_none from more-info lists and retains entries with other severities. A C++20 regression test and expected outputs cover suppressed notes alongside constant-evaluation errors and runtime-operation warnings.

Summary
More-info list transfer src/error.c, src/pending_changes/gh-405-diag-suppress-note.txt
add_more_info_list frees entries with severity es_none and appends other entries to the primary diagnostic’s more_info list. The pending-change note describes omission of suppressed notes from text and SARIF output.
The C++20 test exercises five suppression configurations. Expected outputs record constant-expression errors and warnings for runtime operations and unused variables.
edgcpp/compiler issue 405 — Covers the suppressed-note diagnostic failure addressed by this change; its reported SARIF behavior is also described in the pending-change note.

The change leaves suppressed notes out while retaining the underlying errors, and the regression cases cover the suppression combinations. No actionable merge-blocking risk remains after normal checks.

Add a SARIF-output test for a suppressed constexpr note.
tests/tests/changes/gh-405.sft.cpp checks only the text diagnostic path. Its header sets //options: with --diag_suppress values and //match_regex:, and it does not select SARIF output. No other test in tests/tests combines SARIF output with the shift-count or division-by-zero constexpr notes. As a result, a change that filters suppressed notes only in the text writer would pass this test. A suppressed note could then remain in the SARIF relatedLocations while the primary error stays.
Add a SARIF-output variant of this case. It should compile the same source with --diag_suppress=39 (or 62/63) and assert that the suppressed note text is absent from the SARIF result while the expression must have a constant value result remains.

I don't think we need the negative match //match_regex:\A(?![\s\S]*internal error) here since an internal error should be a CATASTROPHE which would not pass fn anyways.
