dynamic_cast in constant evaluation requires public bases [GH #398] - #416
The run-time checks of a dynamic_cast ([expr.dynamic.cast]/9) require the operand to point to a public base class subobject of the most derived object (for a cast to a derived class or to the most derived class) and, for a cross-cast, the destination type to be an unambiguous public base class of the most derived type. The constant evaluator instead checked the accessibility of the base classes in the context of the cast (is_accessible_base_class), so casts that must yield a null pointer (or fail, for references) succeeded.
This changes both paths of do_constexpr_dynamic_cast:
For an operand that is a run-time constant address, the derivation path from the destination subobject to the operand, and the operand's and destination's base classes in the most derived class, must all be public derivations (has_public_derivation).
For an operand in interpreter storage, the walk toward the most derived object tracks whether every step is a public derivation; a matching derived subobject is accepted only if so, and the cross-cast case checks both the operand and the destination.
In addition, the derived-to-base shortcut for interpreter objects was dead code (its condition tested type_is(tp, tk_void) instead of !type_is(tp, tk_void)); that is fixed.
Tests: new changes/gh-398.sft.cpp; updated expectations of some imported tests that exercise these checks. The edg_x86_32 and edg_x86_32_cp recordings of these tests (which differ from the 64-bit ones only in a few target-specific values) were updated by applying the same changes, since those configurations were not run.

Bug Fixes
Corrected dynamic_cast behavior during C++ constant evaluation to respect public base-class access. Casts through inaccessible base subobjects now fail as expected: pointer casts produce nullptr, while reference casts are rejected with a diagnostic. Valid casts through public base subobjects continue to work, including casts to the complete object.
The run-time checks of a dynamic_cast during constant evaluation now require
the operand to be a public base class subobject of the most derived object
(and, for a cast to a sibling base class, the destination type to be a
public base class of the most derived type), instead of checking the
accessibility of the base classes in the context of the cast. Also make the
derived-to-base shortcut for interpreter objects reachable (its condition was
inverted).
Constant-evaluated dynamic_cast checks now enforce public base-subobject relationships for runtime-address and interpreter-storage casts. A C++20 regression test and expected compiler outputs cover successful casts and failures involving inaccessible or ambiguous base subobjects.

Summary
Runtime-address cast checks src/interpret.c
Runtime-address cast paths now require public derivation from the operand base subobject and to the destination.
Interpreter-storage cast checks src/interpret.c
Interpreter-storage casts track public derivation when traversing base subobjects. Failed pointer casts yield null; failed reference casts retain diagnostic failure behavior.
Regression tests and expected diagnostics tests/tests/changes/*, tests/tests/imported/clang/cpp/SemaCXX/*constant-expression-cxx2a*, tests/tests/imported/gnu/cpp/cpp2a/.constexpr-dynamic*.rto/*
A C++20 regression test covers casts involving public and private bases. Test descriptions and expected outputs are updated for inaccessible and ambiguous cast cases.
The release note may mislead users about valid downcasts. Correcting it is a bounded follow-up.

Explanation
[#398] Requires constant-evaluated dynamic_cast to enforce the public-base checks of [expr.dynamic.cast]/9. The PR changes both paths of do_constexpr_dynamic_cast in src/interpret.c (per the PR description and the AI-generated change summary):
Run-time constant operand address: has_public_derivation checks the derivation path from the destination subobject to the operand, and the operand's and destination's base classes in the most derived class.
Interpreter storage: the walk toward the most derived object tracks whether every step is a public derivation. A matching derived subobject is accepted only when this holds. The cross-cast case checks both the operand and the destination.
The derived-to-base shortcut condition is corrected from type_is(tp, tk_void) to !type_is(tp, tk_void), so the shortcut is reachable.
Reproducer trace: in the issue example, the B subobject of f reaches D through a private derivation. The public-derivation walk therefore fails, and the pointer cast yields nullptr, as the issue requires.
Test coverage: new tests/tests/changes/gh-398.sft.cpp (C++20 static_asserts) covers null results for inaccessible-base paths, successful casts from public subobjects, and dynamic_cast<void*> returning the complete object. Imported test expectations are updated to the new diagnostics.
Limitation: no source-inspection tool was available. This verdict relies on the PR description and the AI-generated summary of src/interpret.c. The code paths were not read directly. The edg_x86_32 and edg_x86_32_cp recordings were not run, as the PR states. This does not change the issue-level verdict.

Explanation
All reviewed changes relate to the [#398] objective (constant-evaluated dynamic_cast public-base checks):
src/interpret.c: the public-derivation checks and the derived-to-base shortcut fix are the core implementation.
Expectation updates in imported clang and gnu cpp2a tests (constexpr-dynamic4, -dynamic6, -dynamic7, -dynamic13, -dynamic14, constant-expression-cxx2a): these record diagnostics that follow from the new public-base checks.
No change was found that lacks a connection to dynamic_cast constant evaluation. The tests/expectations/edg_x86_64/imported.log file is ignored by the exclusion rule and was not inspected.
Note for review: the change summary reports deletion of the edg_x86_64_cp and edg_x86_32_cp recordings for .constexpr-dynamic4. The PR description does not mention these deletions. It states only that the edg_x86_32 and edg_x86_32_cp recordings were updated. These deletions relate to the same test and feature, so they are not treated as unrelated. Their correctness is a test-expectation question, not a scope question.

Explanation
Docstring coverage is 33.33% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 3 functions across 1 files. (11 skipped: 10 unsupported, 1 too large.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Distinguish downcasts from cross-casts.
A downcast can succeed when the operand is not a public base of the most-derived object. For example, if D publicly derives from B and F privately derives from D, a B* to the D subobject can cast to D*. Describe the downcast requirement in terms of the destination object; reserve the most-derived requirement for cross-casts. (open-std.org)

This now seems to fail (used to work, and also works with gcc/clang):
struct B { virtual void f() {} };
struct D : B {};
struct F : private D {};
constexpr bool g() {
F x;
return dynamic_cast<D*>((B*)&x) == (D*)&x;
}
static_assert(g());
