Promotes the reviewed CodeQL remediation from develop to main after feature/runtime-code-scanning-remediation was merged as PR #40.
Verification
All PR #40 checks passed, including CodeQL for Actions, JavaScript/TypeScript, and Python, the full Node/OS matrix, contract guards, and secret scanning. The branch-scoped CodeQL alert query returned zero open alerts.
No package publication, release action, ADR change, schema change, export change, or generated architecture-state change occurred.
