fix(ci): enable BuildKit for Docker builds - #505

COPY --chmod= in Dockerfile.wolfi requires BuildKit. Without DOCKER_BUILDKIT=1 the build fails at step 15 with: the --chmod option requires BuildKit Verified working in build #80 with the env var set manually. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
