Streaming partial and final transcripts previously returned a successful prefix when the output buffer was too small. Return PK_E_INVALID without partial text and retain the transcript for a retry with sufficient space.
Validation: real Phonon-2/JFK FFI regression failed both undersized-buffer assertions before the fix and passed after it, including full-transcript retry, streaming, concurrent feed and cancellation. The publication base has the same source tree as the tested base.
