Automated skill discovery found a newly available skill in equinor/fusion-skills.

Current behavior

This repository does not include fusion-issue-authoring yet.

New behavior

• Adds fusion-issue-authoring under .agents/skills/
• Updates skills-lock.json with the new skill entry
• Keeps the change scoped to a single skill for independent review and merge
