ci: keep Dependabot squash subjects within 100 characters - #192

Pins the reusable Dependabot workflow to fallow-rs/.github at 1327e9c6839faf22da090c263e76d75d2d6a15ed. Squash subjects of Dependabot merges now stay within 100 characters, so they pass the commit message lint on the default branch. Signed-off-by: Bart Waardenburg <bart@waardenburg.dev>

Pins the reusable Dependabot workflow to fallow-rs/.github at
1327e9c6839faf22da090c263e76d75d2d6a15ed(fallow-rs/.github#12). Squash subjects of Dependabot merges now stay within 100 characters, so they pass the commit message lint on the default branch. In fallow, the PR commit lint now skips bot pull requests, whose commit headers never reach main.Issue: N/A
