perf: pickup-no-flush - #857

perf: reopening a document reads its track from pending without writing on the frame (median 32.8 -> 5.3 ms), and waits for an in-flight checkpoint write only when the file is not in pending (work#261). Must-fix F1 verified clean by linux/codex at the head; macos/agy clean; CI green.
