sdk: repin to fizzy SDK 0.2.30

Repins the plugin from fizzy SDK 0.2.29 to 0.2.30, because the build fails against it.

• build.zig.zon: the sdk-v0.2.30 release asset and its hash
• plugin.zig.zon: .version → 0.2.37, .min_sdk_version → 0.2.30

It does not build against the new SDK yet, so this is a draft: the plugin needs changes on this branch first. The end of the build:

Superseded by #15, which ports the plugin to Zig 0.17 and carries this repin to SDK 0.2.30 (the first SDK on Zig 0.17, which this branch's 0.16 code can't build against).
