docs: the index holds 0.3.0, and the quickstart is walked from it - #2

Every distribution the three commands need is on the Python index at 0.3.0, so the README's « what the index holds » and the quickstart's install section no longer send a reader to build from checkouts; building from a checkout stays, for a contributor. The quickstart was walked again from the index, in its order, and its answers are that run's. Signed-off-by: fredaime <frederic.aime@gmail.com>
