Approving as part of the org-wide actions-manifest rollout. Verified this PR adds only .github/workflows/actions-maintenance.yaml, pointing at the shared reusable workflow in freshaengineering/actions-manifest. A failing CI check here is expected (pending bucket-access provisioning for this repo, being handled separately) and does not block this approval.
Pure-consumer repo (owns no registered internal action, not the validation Target) — the fleet-rollout bump PR is delivered and merged via pull_request, never push. push: branches: [$default] never fired anything useful here; source-cleanup-dispatch (the one phase that reacts to it) only ever applies to a Source repo.
