修复显式 cd 或 git -C 非 Git 目标回退到调用者仓的问题，统一仓库定位与拟暂存分析的 cwd。补充真实 Hook 与单元回归，更新 OpenSpec 和三个宿主元数据。\n\n验证：470 项单测、143 项 Hook 回归、Ruff、架构检查、OpenSpec strict、vendor 离线/在线检查、CodeGuard 市场元数据校验。
