Claude Code prompt events previously had a core routing plan but no Rust execution or host mapping.
UserPromptSubmitnow returns bounded, constant timing guidance without reading prompt content as authority, running a checker, or claiming delivery approval. The hook execution report advances to 0.5, with the 0.4 schema retained for historical reports. Bilingual architecture and command documentation and the active OpenSpec change describe the candidate behavior.Validation: full
cargo test --workspace --all-features -- --test-threads=1 -q; final-source Hook CLI tests (12+18 passed, 3 ignored); one explicit real Ruff event test; workspace Clippy with-D warnings; touched-file rustfmt; OpenSpec strict validation; JSON parsing and diff checks. The plugin default Hook and strict Git/CI delivery gates remain outside this candidate.
