Record the CodeGuard plugin 0.18.0 release and marketplace evidence in the Rust CLI OpenSpec plan. The candidate runtime was installed from the pinned npm 0.1.2 registry package, verified, and given a Claude-shaped
UserPromptSubmitpayload; its output explicitly states that source checks did not run and delivery was not evaluated. This evidence completes only the narrow 13.4.4 release subtask. Default host wiring, strict Git/CI gates, signed provenance, multi-platform distribution, and the broader S11/S13 plan remain incomplete.
Validation: OpenSpec strict validation and
git diff --check; plugin PR #86 and release/tag verification are linked in the record.
