Summary

update Zig/ZLS pins and minimum Zig version to 0.16.0
update dependencies for Zig 0.16 compatibility
port filesystem, process, HTTP, and CLI code to explicit std.Io
remove the temporary fs_compat wrapper and pass Io explicitly alongside allocator

Verification

mise exec zig@0.16.0 -- zig build --summary all
mise exec zig@0.16.0 -- zig build test --summary all (76/76 tests passed)
mise exec zig@0.16.0 -- zig build run -- --help
