The dock rewrote its provider list on every quota refresh until a provider switch was flipped. A refresh that saw Cursor and missed Codex saved Cursor as the resting provider. Auto-seed now keeps the saved resting provider and the providers already on the rail. It appends a newly connected provider only when there is a free slot. Choosing a resting provider in settings or by clicking a ring latches that choice, so later refreshes stop rewriting it. The resting menu keeps showing the saved provider while a quota read is missing.

Summary
The Windows Capacity Dock rewrote its provider list on every quota refresh until a provider switch was flipped. A refresh that saw Cursor and missed Codex saved Cursor as the resting provider. The rail then showed Cursor, so Codex usage disappeared. With one provider left, the rail also looked the same as when Keep expanded was off.
Auto-seed now keeps the saved resting provider and the providers already on the rail. It appends a newly connected provider only when there is a free slot. Choosing a resting provider in settings, or by clicking a ring, latches that choice, so later refreshes leave it alone. The resting menu keeps showing the saved provider while a quota read is missing.
Testing / Verification
npm testpassesnpm run buildsucceedsThe Capacity Dock auto-seed tests passed (8). The desktop tray settings tests passed (21). Desktop typecheck passed. I did not run this against a live dock. The layout is unchanged. The resting menu keeps the saved provider when that provider's quota read misses.
