Overview

Add CEIL op. Started playing with #30928 in Q4_1 and realized we're missing CEIL op.

I'm stacking this on top #30843
Will rebase once that PR is merged.

Additional information

./scripts/snapdragon/run.py --target adb --devices HTP0 -- test-backend-ops -b HTP0 -o CEIL
...
  14/14 tests passed
  Backend HTP0: OK

Requirements
