Consumer project can't find package

I was very excited to find this project, the promise is great!

I'm trying it out, and I can't seem to get it to work. Using VS2022 17.14.16.

The consumer project when it builds says

Unable to find package Lindsay.Common.WebApi with version (>= 2998.0.0)
  - Found 246 version(s) in Lindsay Common - Gitlab [ Nearest version: 2026.1.564 ]
  - Found 4 version(s) in Nujet Local Packages [ Nearest version: 2998.0.0-Local ]
  - Found 0 version(s) in Microsoft Visual Studio Offline Packages
  - Found 0 version(s) in nuget.org

It obviously does see the package source and even the built package, but doesn't find it to be suitable for some reason.

If you are using Visual Studio 2022, please let me know if you have selected all the package sources

Go to "Solution explorer" -> right clic on your solution -> select "Manage NuGet packages for Solution". Then:

• "Include prerelease" must be checked.
• Select All and be sure that the LOCAL folder is in the list:
