PR haskell#12369 bumped the setup-depends of cabal-testsuite to Cabal 3.18.1.0 and moved validate.yml to bootstrap with cabal 3.18.1.0, but the release workflow kept bootstrapping with cabal 3.14.2.0. That cabal refuses to use lib:Cabal >= 3.16 for Setup scripts, so every test job of the nightly "Build and release" run has failed to resolve dependencies since 2026-10-13. Bump the default of the `cabal` input to match validate.yml and leave a note about keeping the two in sync.

The macOS failures (including the Mac aarch64 release build, and the cancelled Bootstrap jobs) are the runner image issue in #12465 / actions/runner-images#14940, not this PR. Master fails the same way. |

Fixes the nightly "Build and release" run, red on every test job since 2026-10-13.
#12369 bumped the
setup-dependsof cabal-testsuite to Cabal 3.18.1.0 and moved validate.yml to bootstrap with cabal 3.18.1.0, but the release workflow still bootstrapped with cabal 3.14.2.0. That cabal refuses lib:Cabal >= 3.16 for Setup scripts, so the test jobs fail at dependency resolution (example: run 38829815861).Bump the
cabalinput default to match validate.yml and leave a note about keeping the two in sync. No backport needed: the 3.18 branch still uses Cabal 3.12 for the testsuite's Setup.
