Smooth storage goal flow

What changed

• replace the dense storage-goal list with a summary, confirmed-candidate surface, collapsed remeasurement group, and one review action
• remove measured zero-size items from recovery plans
• shorten repeated candidate copy and remove the extra toolbar divider

Why

The goal screen presented timed-out candidates as a long flat selection, making the flow feel fragmented and implying unmeasured space was already available.
