Version bump and changelog entry match. The 0.16.0 heading captures the arrow 55 -> 59 entry, and Check release metadata passed.
super nit: README.md:17, README.md:32, README.md:208 and src/arrow.rs:29 pin hotdata = "0.1". Cargo reads "0.1" as >=0.1.0, <0.2.0, so that constraint never resolves to 0.16.0. Update those snippets to "0.16" in a follow-up. (not blocking)
