fix: pin download-artifact v8.0.2 and install the Rust audit tools - #31

The publish job's download-artifact pin was v4.3.0 (d3f86a10) behind a '# v7.0.0' comment. It now pins v8.0.2 by SHA. The job uses pattern, path and merge-multiple, all unchanged in v8, and v8 fails on a digest mismatch instead of warning.
make quality-rust runs hyperi-ci's Rust gate, which calls cargo audit and cargo deny. The job never installed them, so it failed with 'no such command' whenever a change routed through it.
hyperi-ci's Rust test step requires cargo-nextest when test.rust.nextest is true, and refuses to fall back to cargo test. The job now installs it with hyperi-ci's setup-nextest action, as rust-ci.yml does.

Three CI fixes. The last two turned up because the first routed a run through the vector-bindings job, which had not run since hyperi-ci's Rust gate began requiring its own tools.
# v7.0.0comment. It is now v8.0.2 (2026-10-07, SHA 9000827c). The job usespattern,pathandmerge-multiple, which v8 keeps, and v8 fails the run on a digest mismatch instead of warning. Replaces Dependabot build(deps): bump actions/download-artifact from 4.3.0 to 8.0.1 #21.no such command: audit/deny. It now runs hyperi-ci'ssetup-rust-tools.cargo-nextest not found(test.rust.nextest is true). It now runs hyperi-ci'ssetup-nextest, as rust-ci.yml does. The publish path only runs on release, so this PR's CI doesn't exercise the download step.
