The Lint (advisory, non-blocking) Actions job was surfacing clang-format findings as a failed/action-required check outcome instead of an advisory result. This PR updates lint error-handling scope so violations remain visible but do not fail the lint check run.

• Workflow error-handling scope

  • Moved continue-on-error: true from the lint job level to the ufbt lint step level in .github/workflows/build.yml.
  • Keeps ufbt lint diagnostics in logs/summary while preventing the advisory lint check from being marked failed.

• Intent documentation alignment

  • Updated the inline workflow comment to reflect that non-blocking behavior is implemented at the lint step, not the whole job.
