This allows e.g. for PR's or manually triggered workflows to fully run the build step and upload the resulting artifacts without triggering a new release (which fails anyway for PR's from collaborator repos as they're lacking the permissions to create a release).

🚚🌍 The "release" job should only run in case the workflow was triggered by a tag (
github.ref_type == 'tag').This will allow for PR's or manually triggered workflows to fully run the build step and upload the resulting artifacts without triggering a new release.
The latter is currently failing for PR's from collaborator repos as they're lacking the permissions to create a release - which shouldn't happen anyway.
