The scalar swaps in the test sporadically return wrong values on the
Windows Arc (DG2) runner: the test failed in 30 of 86 Windows Arc
pre-commit runs since Oct 15, always in swap_scalar (all four of its
checks), while it passes on the Windows BMG and GEN12 runners and on
Linux. swap_scalar launches by far the most kernels (4 per element of a
32x32 array per type), so it is the most likely to hit the problem.

Mark the test UNSUPPORTED instead of XFAIL there, because it passes most
of the time.

Tracker: #22293
