…onitoring/RBAC Resolves conflicts between the staging/production approval-gate split (GitHub Actions + Kustomize base/overlays) and develop's Azure Pipelines migration by keeping GitHub Actions as the CI/CD engine and porting develop's infrastructure work onto the overlay structure: - Drop azure-pipelines.yml in favor of ci-cd.yml with staging/production environment gates - Fold rbac.yaml, network-policy.yaml, and secret-provider.yaml into kubernetes/base/, wired into both overlays - Remove the workflow's manual JWT_SECRET kubectl step now that the Key Vault CSI driver owns server-secrets - Add server/health endpoint required by the new readiness/liveness probes - Adopt develop's Terraform additions: Key Vault, Log Analytics, Application Insights, monitor alerts, and a consumption budget
