Rendered version

Adds OUTLINE.md: headings, topic bullets and a one-line brief per section for the DRAFT.md rewrite (#286). It is restructured on the P3019 template and the LEWG paper-forwarding checklist. Each bullet cites the issues and PRs behind it.

It carries no paper prose. The text itself stays a hand effort.

Points for discussion:

• Audience becomes SG18 (LEWGI) then LEWG, recording the Brno polls (10/8/6/0/1 and 22/2/2/0/0).
• Narrowing is dropped from R3 and deferred, since nothing implements it.
• The default constructor and the "identical constexpr" claim come out of the synopsis.
• New prior art: P4374R0 Non-Intrusive Interfaces.
• A companion motivation paper (Draft a paper on why C++ needs a type erasing wrapper #287) and an optional SG7 experience report are sketched at the end.
