osctrl-api start only on port 9000 and ignoring every form of config

Hi,

Starting the osctrl-api container always starts the application on port 9000 even when setting it via Environment, config or parameter.

Ok the config was applied from the db. reading the source got me to the issue. but i found nothing in the docs regarding this.

The DB values should be written by parameters or env variables, so let me see if I can patch it. Thanks for raising it!
