• This moves core-xml here from journeyapps-lib
• This moves rl-router here from runtime-engine
• This moves rl-codec here from runtime-engine

These packages are useful in a generic way, and so it made sense to move them into the OSS Space.

Additionally, this also upgrades all dependencies and improves the corresponding README's
