When the `changes` job does not succeed, `test` and `image` now run instead of being skipped; a skipped required check counts as passed, which let #19 merge with no checks while Actions could not hand out runners. ## Checklist - [x] `bun run check` passes - [ ] `bun run typecheck` passes - [ ] `bun test` passes - [x] A test covers the change, or the change cannot be tested and the description says why: workflow condition only, checked with actionlint - [ ] Documentation is updated if the change is visible to an operator

Images are now built and pushed only for
v*tags, and ci and codeql no longer re-run onmainafter a squash merge. The ci image smoke test runs only when the Dockerfile or dependencies change; otherwise the requiredimagecheck is skipped and still counts as passed.Checklist
