feat: bind local runtime CAF/ALS for Dropbox-style packages - #20

Pair with platform PR #2830: host createAuthenticatedFetch,
secretHeaders, and oauthClientCredentials over the CapabilityProxy
bridge, and enter Symbol.for('kody.runtimeStorage') ALS before user
import so inlined optional runtime exports see a populated store.
