Add a runnable, fully typed example exporting settlement loss factors for July 1–August 31, 2026. It discovers current public links, downloads only the 2026 workbook(s), and preserves actual/forecast and transmission/distribution series, source metadata, decimal values and blanks in JSON Lines. Document the credential-free command and the distinction from physical per-line losses.
Validation: ran the example against ERCOT's September 8 workbook and read every exported line back as LossFactorDay. All 62 dates were present, with 2,232 records: 62 actual and 62 forecast transmission records, and 1,054 actual and 1,054 forecast distribution records. Ruff, strict mypy and git diff --check passed. No runtime SDK changes or new fixtures.
