Build OpenCV 4.4.0 with CUDA 11.1 for Python3

Current Dockerfile build opencv with cuda for python3 and provide next versions:

OpenCV: 4.4.0
OpenCV-Contrib: 4.4.0
Nvidia CUDA: 11.1
Nvidia cuDNN: 8.0
