chore(starter): remove orphaned check-bun-version scripts - #13

Both starters call the governance check-bun-minimum tool through their check:bun script (owner decision D22), so the local copies in packages/starter/bun-app/scripts and packages/starter/starter/scripts have no caller. git grep finds no reference outside the closed import record docs/migration/source.json, which is left untouched. That file is a closed, dated import record (sha256 per imported path, source-relative paths such asbun-app/scripts/...). No gate in this repo reads it (git grep -n source.json= 0 hits); the only other mention is the governanceFORGOTTEN.yamlcitation allowlist, which states that rewriting it to erase a line would falsify the proof.
