Brings the repository in line with the fleet gates of libre-ai/project-governance, measured red on 2026-10-08: - AGENTS.md from the couche-4 template (Authority, Boundaries, Quality gates, Agents; 27 of 40 lines), with a fetchable pointer to project-governance; CLAUDE.md is the byte-exact @AGENTS.md adapter. - .github/dependabot.yml: byte-exact github-actions variant. - project.v1.yaml: the qualification card, rebased on the served branch: dependency on libre-ai/project-governance at the declared generation 2024a4884b already carried by code-validation.yml, kind satellite and layer couche-4 per the inventory, retired repository named as retired. No criterion changes; the single exit criterion stays pending. - README.md: project-status section generated by heal:card-status under "## Availability". The root lockfile resolves fast-uri 3.1.8 and carries no override; the 4.1.4 overrides declared in packages/core and packages/relay are not honoured by the workspace install and are left unchanged.
