Ghidra commit 2d6424e018 fixes ProtoModel shared action cloning, so the carried HEAD patch no longer applies at the new pinned revision. Remove the redundant patch and its registration to restore HEAD configuration. Validated fresh CMake fetch and patch application, a complete HEAD build, and all three CTest targets on macOS.
The retry action runs several PowerShell commands, allowing a successful vcpkg install to hide an earlier Chocolatey failure. Stop immediately on Chocolatey errors and PowerShell path resolution errors, and propagate vcpkg's exit status so dependency failures trigger the configured retries.
