v10.0.0: 🌈 Disable automatic caching for sensitive events and new QOL features

Compare Source

Changes

Another breaking release, directly after v9.0.0 but we think the added security justifies that.

Extra security by default

If you use the default enable-cache: auto this will now DISABLE THE CACHE to protect against cache poisoning for the following events:

  • pull_request_target
  • workflow_run
  • release

You can read the full reasoning in #984

version: latest-known
- name: Install the latest version of uv known to setup-uv
  uses: astral-sh/setup-uv@v10.0.0
  with:
    version: "latest-known"

This will now install the latest version with a checksum that is known by this action. The known uv checksums are automatically updated but will take a release of this action to take effect. You won't be always using the latest & greatest but you will have an extra level of security.

Read python version from .tool-versions
- name: Install uv based on the version defined in .tool-versions and also set python
  uses: astral-sh/setup-uv@v10.0.0
  with:
    version-file: "pyproject.toml"

Will now also set the python version if it is defined in .tool-versions. You can read the details in the docs

v2.0.0: — three breaking changes, each with its reason

Compare Source

Breaking changes

  1. swap-storage now defaults to false. Closes #12 — reported and diagnosed by @zaikunzhang, whose proposed documentation fallback became the new FAQ. Removing swap can kill a job under memory pressure with no error pointing back at the cleanup step; a default should not break something that elementary.
  2. tool-cache is renamed preinstalled-runtimes. The old name still works until v3.0.0 and prints a deprecation warning. (Its default is unchanged: false, as it has been since 2022.) The new name says what actually breaks when you enable it: the runtimes that actions/setup-node, setup-python, setup-go, and setup-ruby rely on.
  3. Specific options now override general ones. dotnet: false exempts .NET from every removal path, including large-packages. Fixes #33 — reported by @ashleney; the overlap was first reported by @gmij in #6, and @ax3l explained the overlapping removal paths and a workaround. The policy is explicit, and this release applies it to .NET; future subject options add and test their own exemptions.

Upgrading from v1 to v2

Most workflows need no change.

  • If you set tool-cache:, rename it to preinstalled-runtimes:. The old name still works until v3.0.0 and prints a warning.
  • If you relied on swap being removed by default, add swap-storage: true. It now defaults to false, because removing swap can kill a job under memory pressure with no error pointing back here (#12).
  • If you set dotnet: false and were surprised that .NET was still removed, that is fixed — a specific option now overrides a general one (#33).

Also in this release

A README FAQ ("what are the possible side-effects of these settings?"), CONTRIBUTING.md, and a workflow example for running cleanup conditionally (#22). The reasons behind every design decision live in docs/adr/ — including ADR-0007, the record of this release's default change, written the day it was decided.

v1.3.2: — security fix and the decision records

Compare Source

Fixes the template-injection pattern in input handling (#51, by @nbuckwalt).

Also adds docs/adr/ — the reasoning behind this action: why it exists, what it inherited from apache/flink and ShubhamTatvamasi, what it deliberately does not do, and what is still open.

No behaviour changes. The swap-storage default change ships in the next release.

  • b1974f0: build: parse yaml with more strict multiline indentation rules

Internal dependencies of js-yaml@v5 make YAML parsing more strict and compliant with the YAML specification. Indentation is now required for values that span multiple lines against the base value.

See the YAML line prefixes spec for the expected indentation rule:

Review

Mechanical bump. Only one substantive risk worth flagging.

⚠️ Potential breaking change: actions/checkout v7 blocks fork-PR checkout under pull_request_target

Per the v7 changelog, actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run" — this is exactly the pattern used in .github/workflows/claude-code-review.yaml:

  • Line 4: reusable workflow (workflow_call) — invoked by callers that (per the in-file comment on line 17) use pull_request_target so secrets are available for fork PRs "by design"
  • Line 30: ref: ${{ github.event.pull_request.head.sha }} — the fork PR head SHA
  • Lines 42–51: an entire "Setup fork as origin for Claude" step, so fork PRs are explicitly a supported path

If the v7 block is a hard failure (not opt-in), every Claude code-review run on a fork PR will start failing at the checkout step after this merges and callers pick up @main. Callers include downstream repos, so the blast radius extends beyond this repo.

Please verify against v7's actual behavior before merging:

  1. Read actions/checkout PR #2454 — does v7 add a new input (e.g. allow-fork-pr or similar) to opt back into the old behavior, or is it a hard block?
  2. If a hard block: either keep checkout@v6 on claude-code-review.yaml (and any downstream workflow that runs under pull_request_target + checks out head.sha), or drop the reusable workflow's fork-PR support.
  3. If opt-in escape hatch exists: add the required input on line 28 with a comment explaining why fork PRs are intentionally allowed here.

Note: ai-pr-review.yaml is not affected — its job gates on github.event.pull_request.head.repo.full_name == github.repository (line 43), skipping fork PRs entirely.

Not an issue

  • sorenlouv/backport-github-action v11→v12: backport.yaml only passes standard inputs (github_token, auto_backport_label_prefix, add_original_reviewers), none of which appear affected by the v12 release notes (release automation + npm dep bumps only).
  • SHA pinning is consistent across all 38 files (9c091bb21b7c1c1d1991bb908d89e4e9dddfe3e0 for checkout, 8a6c0381851f43f9f1fddc7303f0e9015eb57b62 for backport).

Review

Renovate rebased/force-pushed (commit 72611a3, 08:10 UTC) with no substantive change from the diff reviewed yesterday. The primary risk still stands.

⚠️ actions/checkout v7 fork-PR block breaks claude-code-review.yaml

Per the v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". This is exactly what claude-code-review.yaml is designed to do:

  • L4: workflow_call reusable workflow.
  • L16-17: comment explicitly states callers invoke it via pull_request_target so secrets are available for fork PRs "by design".
  • L28-30: actions/checkout@v7 with ref: ${{ github.event.pull_request.head.sha }} — the fork PR head SHA.
  • L42-51: dedicated "Setup fork as origin for Claude" step, i.e. fork PRs are a first-class supported path.

If v7 hard-blocks (rather than opt-in warns), every caller running claude-code-review.yaml@main will fail at the checkout step on fork PRs after merge — blast radius includes downstream repos consuming this reusable workflow.

I could not verify v7's exact behavior against upstream (gh api, curl, and WebFetch are all sandboxed in this job). Please confirm one of the following before merging:

  1. Hard block, no bypass: keep checkout@v6.0.3 on claude-code-review.yaml (a bare-minimum fix; the rest of the repo can safely go to v7).
  2. Opt-in via input (e.g. some new allow-fork-pr / equivalent): add it on L28-32 with a comment linking to #2454 and justifying why fork PRs are intentionally allowed here.
  3. Detection by ref vs. event, not eventName: verify the specific check by reading src/input-helper.ts.

Fix this →

Not an issue

  • ai-pr-review.yaml is safe — gated on github.event.pull_request.head.repo.full_name == github.repository (L43), so fork PRs are skipped upstream of checkout.
  • sorenlouv/backport-github-action v11→v12: backport.yaml passes only github_token, auto_backport_label_prefix, add_original_reviewers — none touched by the v12 release notes (CI automation + npm bumps only).
  • SHA pins are consistent and match the claimed tags across all 39 files.

Todos:

  • Verify actions/checkout v7 fork-PR block affects claude-code-review.yaml
  • Verify sorenlouv/backport v11→v12 input compatibility
  • Verify SHA pins match across changed files
  • Post review

Review

No substantive change since the last review. Primary risk still stands and remains unverified against the v7 source (sandbox in this job blocks curl, wget, gh api, and WebFetch to github.com — same limitation as prior run).

⚠️ actions/checkout v7 fork-PR block likely breaks claude-code-review.yaml

Per the v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". This is a first-class supported path in claude-code-review.yaml:

  • L4: workflow_call reusable workflow.
  • L16-17: comment states callers invoke it via pull_request_target so secrets are available on fork PRs by design.
  • L28-30: checkout@v7 with ref: ${{ github.event.pull_request.head.sha }} — the fork head SHA.
  • L42-51: dedicated "Setup fork as origin for Claude" step, confirming fork PRs are supported.

If v7's block is a hard fail (no opt-in), every claude-code-review.yaml@main invocation on a fork PR will fail at the checkout step after merge — blast radius includes downstream repos consuming this reusable workflow.

Verify one of the following before merging (cannot verify from this sandbox):

  1. Hard block, no bypass → keep checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955) on claude-code-review.yaml only. Rest of repo can go to v7. Fix this →
  2. Opt-in input exists (e.g. allow-fork-pr or similar in v7's action.yml) → add it on L28-32 with a comment linking to #2454.
  3. Block only fires on specific ref shapes you don't hit → confirm by reading v7's src/input-helper.ts / src/git-source-provider.ts.

Not an issue

  • ai-pr-review.yaml — gated on github.event.pull_request.head.repo.full_name == github.repository (L43), fork PRs skipped upstream of checkout.
  • sorenlouv/backport-github-action v11→v12 — backport.yaml passes only github_token, auto_backport_label_prefix; v12 release notes are CI automation + npm dep bumps only.

  • Attempt v7 source verification (blocked by sandbox — same as prior run)
  • Re-check backport v12 input compatibility

Renovate rebased since the prior review — actions/checkout target moved from v7.0.0 → v7.0.1 (SHA 3d3c42e5aac5ba805825da76410c181273ba90b1). The v7.0.0 fork-PR block (from #2454) is still in v7.0.1 (patch bump only), so the primary risk stands. Still unverified against source — sandbox blocks curl, wget, and gh api to external repos, and WebFetch requires interactive permission not granted here (same limitation as prior six runs).

  2. Opt-in input exists (e.g. allow-fork-pr in v7's action.yml) → add it on L28-32 with a comment linking to #2454.
  3. Block only fires on ref shapes you don't hit → confirm by reading v7's src/input-helper.ts / src/git-source-provider.ts.

  • sorenlouv/backport-github-action v11→v12 — backport.yaml passes only github_token, auto_backport_label_prefix, add_original_reviewers; v12 release notes are CI automation + npm dep bumps only. The v7 checkout on L66 also runs under pull_request_target (closed) but uses default ref (base commit, not fork head), so the block should not apply.

No substantive change since the prior review (2026-07-21 01:49 UTC, same day). Still on checkout@v7.0.1 (SHA 3d3c42e5aac5ba805825da76410c181273ba90b1). Same primary risk, still unverified against v7 source (WebFetch, gh api to external repos, curl, and git ls-remote to github.com all require permission not granted in this sandbox — 7th consecutive run with the same limitation).

⚠️ actions/checkout v7 fork-PR block likely breaks claude-code-review.yaml

Per v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". Confirmed unchanged in .github/workflows/claude-code-review.yaml:

  • L4: workflow_call — github.event_name is inherited from the caller.
  • L16-17: comment explicitly states callers invoke via pull_request_target so secrets are available on fork PRs by design.
  • L28-30: checkout@v7.0.1 with ref: ${{ github.event.pull_request.head.sha }} — the fork head SHA.
  • L42-51: dedicated "Setup fork as origin for Claude" step; fork PRs are a first-class supported path.

If v7's block is hard (no opt-in), every claude-code-review.yaml@main run on a fork PR will fail at the checkout step after merge. Blast radius includes downstream repos consuming this reusable workflow.

Verify one of the following before merging (cannot from this sandbox):

  1. Hard block, no bypass → keep checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955) on claude-code-review.yaml only. Fix this →

  • ai-pr-review.yaml — gated on head.repo.full_name == github.repository (L43), fork PRs skipped upstream of checkout.
  • backport.yaml L66 checkout — runs on pull_request_target: closed, but with default ref (base commit); L167 checkout uses github.event.pull_request.merge_commit_sha, which is a base-repo SHA post-merge, not a fork SHA. Neither should trip the v7 block.
  • sorenlouv/backport-github-action v11→v12 — backport.yaml L75 passes only github_token and auto_backport_label_prefix; v12 release notes are CI automation + npm dep bumps only.

No substantive change since the prior review (yesterday, 2026-07-21 19:24 UTC). Still on checkout@v7.0.1 (SHA 3d3c42e5aac5ba805825da76410c181273ba90b1). Same primary risk; still unverified against v7 source — WebFetch, gh api to actions/checkout, and curl to raw.githubusercontent.com all require permission not granted in this sandbox (8th consecutive run with the same limitation).

⚠️ actions/checkout v7 fork-PR block likely breaks claude-code-review.yaml

Per v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". Still the exact pattern in .github/workflows/claude-code-review.yaml (re-read this run, unchanged):

Review

Two concerns. One is new (missed by prior 10 reviews). One is a re-flag of the previous concern in condensed form.

⚠️ NEW: slack-github-action v3→v4 strict multiline YAML — likely breaks ci-notify-nightly-tests on multi-line inputs

Prior reviews stated "repo doesn't consume this action" — that is incorrect. grep -rn slackapi/slack-github-action finds 4 call sites, all now on v4.0.0 after this bump:

  • .github/actions/release-notification/action.yml:71 and :126
  • .github/actions/ci-test-notify/action.yml:47
  • .github/actions/ci-notify-nightly-tests/action.yml:34

The v4.0.0 changelog reintroduces stricter multiline YAML indentation (js-yaml v5) — this exact behavior was reverted in v3.0.5 ("fix: revert multiline yaml parsing indentation change"), meaning it was a known-breaking pattern for real users.

Two of the four call sites are safe:

  • ci-test-notify uses payload-file-path (external JSON), not inline YAML.
  • release-notification interpolates only single-line values (version, target_repo, triggered_by, tag names).

The risky one is ci-notify-nightly-tests/action.yml:

# L56
text: "*Test Results:*\n${{ inputs.test_results }}"
# L60
text: "*Failed tests:*\n${{ inputs.failed_tests }}"

Per its own README example, test_results and failed_tests are wired from needs.e2e.outputs.summary / needs.e2e.outputs.failed_tests. Job outputs sourced from test suites are commonly multi-line (bulleted lists, per-suite results). GHA expression expansion happens before YAML parsing, so a newline-containing input yields:

text: "*Failed tests:*\n- suite-a
- suite-b
- suite-c"

Under v4's stricter parser, the continuation lines need extra indentation. Under v3.0.5 they don't. Anywhere the caller passes a multi-line summary, this action will start failing after the merge — silently for downstream repos that consume @main or @ci-notify-nightly-tests/v1.

Two ways to fix:

  1. Preferred: convert to payload-file-path (mirroring ci-test-notify), building the JSON in a shell step so newlines are properly escaped. Robust regardless of upstream YAML strictness.
  2. Minimum: pin these two call sites to slack-github-action@v3.0.5 (SHA 91efab103c0de0a537f72a35f6b8cda0ee76bf0a per its release page — verify).

Fix this →

⚠️ Re-flag: actions/checkout v7 fork-PR block on claude-code-review.yaml (10th review, unchanged)

Same concern per prior reviews: v7 blocks fork-PR checkout under pull_request_target (per actions/checkout#2454), and claude-code-review.yaml explicitly relies on that pattern (L28-30, L42-51 fork-setup step). Still unverified against v7 source — sandbox blocks WebFetch/curl/gh api to actions/checkout (10 consecutive runs).

Given the concern has been visible for 16 days without action, either (a) it's already been verified as non-blocking (please share the verification for future reviewers), or (b) merging on the assumption that fork PRs are rare enough that the failure will surface quickly. Fix if verification is unfavorable →

Not an issue

  • backport.yaml v11→v12 — passes only github_token, auto_backport_label_prefix; v12 release notes are CI/npm bumps only. Its two checkouts under pull_request_target: closed use base-repo refs (default / merge_commit_sha), not fork head.
  • ai-pr-review.yaml — gated on head.repo.full_name == github.repository (L43).
  • SHA pins are consistent across all 49 files.

  • Verify actions/checkout v7 fork-PR block against upstream source (blocked — 10th consecutive run; sandbox denies WebFetch, curl, gh api to actions/checkout)
  • Re-check claude-code-review.yaml still uses the risky pattern (yes, still on v7.0.1)
  • Re-check backport v11→v12 input compatibility (still safe)
  • New: verify claim in prior reviews that repo doesn't consume slack-github-action — false; found 4 call sites, one is at risk

Review

Two concerns, both carried over from prior reviews. This is the 11th review pass; neither has been addressed in the branch. Sandbox is still blocking outbound to actions/checkout (curl, WebFetch, gh api repos/actions/checkout/*), so v7 source verification remains a human-only step.

⚠️ 1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests is the risky call site

grep -rn slackapi/slack-github-action .github/ finds 4 call sites, now all on v4.0.0 (SHA dcb1066f776dd043e64d0e8ba94ca15cc7e1875d):

  • .github/actions/release-notification/action.yml:71,126 — interpolates only single-line inputs (version, target_repo, triggered_by, etc.). Safe.
  • .github/actions/ci-test-notify/action.yml:47 — uses payload-file-path, JSON built in a shell step. Safe.
  • .github/actions/ci-notify-nightly-tests/action.yml:34 — L56 text: "*Test Results:*\n${{ inputs.test_results }}" and L60 text: "*Failed tests:*\n${{ inputs.failed_tests }}".

The action's own README wires these from needs.e2e.outputs.summary / needs.e2e.outputs.failed_tests — job outputs from test suites are commonly multi-line. GHA expression expansion happens before YAML parsing, so a newline-containing input produces this string that slack-github-action then feeds to js-yaml:

text: "*Failed tests:*
- suite-a
- suite-b"

Under v4's js-yaml v5 strict-multiline rule, continuation lines in a double-quoted flow scalar require indentation. Under v3.0.5 they didn't — v3.0.5 explicitly reverted this exact change ("fix: revert multiline yaml parsing indentation change"), which means real users hit it. v4 reintroduces the break.

Callers of ci-notify-nightly-tests@main (downstream repos) will start silently failing on multi-line summaries after this merges.

Two fixes:

  1. Preferred: mirror ci-test-notify — build the JSON in a shell step and switch to payload-file-path. Robust against upstream YAML changes.
  2. Minimum: pin this one call site to slack-github-action@v3.0.5 and let the other three go to v4.

Fix this →

⚠️ 2. actions/checkout v7 fork-PR block on claude-code-review.yaml (unchanged since 2026-07-08)

Per v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". Pattern still intact in .github/workflows/claude-code-review.yaml:

  • L4 workflow_call — github.event_name inherits from caller
  • L16-17 comment explicitly documents pull_request_target on fork PRs
  • L28-30 checkout@v7.0.1 with ref: ${{ github.event.pull_request.head.sha }} (fork head SHA)
  • L42-51 dedicated fork-setup step gated on head.repo.fork == true

If the block is hard (no opt-in), every claude-code-review.yaml@main run on a fork PR will fail at checkout after merge. Blast radius = downstream repos consuming the reusable workflow.

Given this has been flagged and unaddressed across 10 prior reviews (16 days), one of:

  • The team has already verified out-of-band and decided it's fine — fair, but there's no marker on the branch/PR to signal that.
  • The team is treating "fork PRs are rare enough" as acceptable — reasonable given the workflow is advisory.

A human needs to verify v7's behavior against src/input-helper.ts / src/git-source-provider.ts at v7.0.1 before merging. If it's a hard block, pin claude-code-review.yaml to checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955) only.

Fix if verification is unfavorable →

Not an issue

  • ai-pr-review.yaml — gated on head.repo.full_name == github.repository (L43), fork PRs skipped upstream of checkout.
  • backport.yaml L66 checkout — default ref (base commit) on pull_request_target: closed. L167 uses merge_commit_sha (base-repo commit post-merge). Neither is a fork head; v7 block should not apply.
  • sorenlouv/backport-github-action v11→v12 — backport.yaml passes only github_token, auto_backport_label_prefix; v12 release notes are CI automation + npm dep bumps only.
  • actions/setup-go v6→v7, actions/setup-node v6→v7 — ESM migrations + @actions/cache bump; no input contract changes touching this repo's usage.
  • SHA pins consistent across all 49 files.

  • Try to verify v7 fork-PR block against upstream source (blocked — 11th consecutive run; sandbox denies curl, WebFetch, and gh api to actions/checkout)
  • Verify slack-github-action v4 multiline risk on ci-notify-nightly-tests (confirmed still risky, this and 10th review)
  • Verify backport v11→v12 input compatibility (still safe)
  • Verify SHA pins match claimed tags (consistent across all 49 files)

Review

12th pass. Both concerns from prior reviews carry over unchanged. Sandbox still blocks outbound to actions/checkout (WebFetch, curl, git fetch, gh api repos/actions/checkout/* all denied), so v7 fork-PR block behavior remains a human-only verification.

⚠️ 1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests at risk

Confirmed the 4 call sites (all now on v4.0.0, SHA dcb1066f776dd043e64d0e8ba94ca15cc7e1875d):

  • .github/actions/release-notification/action.yml:71,126 — only single-line interpolations. Safe.
  • .github/actions/ci-test-notify/action.yml:47 — uses payload-file-path. Safe.
  • .github/actions/ci-notify-nightly-tests/action.yml:56,60 — inline YAML text: "*...:*\n${{ inputs.test_results }}" / ${{ inputs.failed_tests }}.

Per the action's README, these inputs are wired from needs.e2e.outputs.summary / .failed_tests, i.e. multi-line strings. GHA expression expansion happens before YAML parsing, so continuation lines end up unindented. v3.0.5 explicitly reverted the strict-multiline rule ("fix: revert multiline yaml parsing indentation change") because it broke real users; v4 reintroduces it.

Fix: convert to payload-file-path mirroring ci-test-notify (preferred), or pin just this call site to slack-github-action@v3.0.5. Fix this →

⚠️ 2. actions/checkout v7 fork-PR block on claude-code-review.yaml

Pattern still intact (claude-code-review.yaml): L4 workflow_call, L16–17 documents pull_request_target callers, L28–30 checkout@v7.0.1 with ref: head.sha, L42–51 fork-setup gated on head.repo.fork == true.

Per v7.0.0 changelog: actions/checkout#2454 blocks fork-PR checkout under pull_request_target / workflow_run. If it's a hard block, this reusable workflow's fork-PR path breaks (blast radius: downstream callers). Unverified against source across 12 runs.

Options: (1) pin claude-code-review.yaml to checkout@v6.0.3 (08eba0b27e820071cde6df949e0beb9ba4906955); (2) if v7 exposes an opt-in input, wire it. Fix option 1 →

Not an issue

  • ai-pr-review.yaml — gated on head.repo.full_name == github.repository (L43).
  • backport.yaml L66 / L167 checkouts under pull_request_target: closed use base-repo refs (default / merge_commit_sha), not fork head.
  • backport-github-action v11→v12 — L75 passes only github_token, auto_backport_label_prefix; v12 notes are CI + npm dep bumps only.
  • setup-go v6→v7, setup-node v6→v7 — ESM + @actions/cache bump; no input contract changes.

Review

13th pass. Both concerns from prior reviews carry over unchanged. Sandbox still blocks outbound to actions/checkout (curl, WebFetch, and gh api repos/actions/checkout/* all denied), so v7 fork-PR block behavior remains human-only verification.

⚠️ 1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests at risk

Still on v4.0.0 (SHA dcb1066f776dd043e64d0e8ba94ca15cc7e1875d). Re-confirmed in .github/actions/ci-notify-nightly-tests/action.yml:

  • L56: text: "*Test Results:*\n${{ inputs.test_results }}"
  • L60: text: "*Failed tests:*\n${{ inputs.failed_tests }}"

The README example wires these from needs.e2e.outputs.summary / .failed_tests — commonly multi-line. GHA expression expansion happens before YAML parsing, so continuation lines land unindented. v3.0.5 reverted this exact rule ("fix: revert multiline yaml parsing indentation change") because it broke real users; v4 reintroduces it via js-yaml v5.

Callers of ci-notify-nightly-tests@main will start silently failing on multi-line summaries after merge.

Fix: (a) mirror ci-test-notify — build JSON in a shell step, use payload-file-path (preferred, robust); or (b) pin just this call site to slack-github-action@v3.0.5. Fix this →

⚠️ 2. actions/checkout v7 fork-PR block on claude-code-review.yaml (unchanged since 2026-07-08)

Per v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". Pattern still intact in .github/workflows/claude-code-review.yaml:

  • L4 workflow_call — github.event_name inherits from caller
  • L16–17 comment explicitly documents pull_request_target on fork PRs by design
  • L28–30 checkout@v7.0.1 with ref: ${{ github.event.pull_request.head.sha }} (fork head SHA)
  • L42–51 dedicated fork-setup step gated on head.repo.fork == true

If v7's block is hard (no opt-in), every claude-code-review.yaml@main run on a fork PR fails at checkout after merge — blast radius includes downstream callers.

Given this has been visible and unaddressed for ~28 days across 12 prior reviews, it's likely either (a) already verified out-of-band as non-blocking, or (b) accepted as low-risk given fork PRs are rare. Review — 28th pass

Both prior concerns still stand, unchanged on branch. Sandbox still denies outbound to actions/checkout (WebFetch requires interactive approval, gh api repos/actions/checkout/* denied) — 28th consecutive run without v7 source verification.

Re-verified on this run:

  • .github/workflows/claude-code-review.yaml:28 — checkout@v7.0.1, ref: head.sha (L30), fork-setup step L42–51 unchanged.
  • .github/actions/ci-notify-nightly-tests/action.yml:34 — slack-github-action@v4.0.0, inline multi-line YAML at L56/L60 unchanged.

⚠️ 1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests

L56/L60 inline text: "*...:*\n${{ inputs.test_results }}" / ${{ inputs.failed_tests }} inside a double-quoted YAML flow scalar. Per the README, these inputs come from needs.e2e.outputs.summary / .failed_tests — commonly multi-line. GHA expression expansion happens before YAML parsing, so continuation lines land unindented. v3.0.5 reverted this exact rule because it broke real users; v4 (js-yaml v5) reintroduces it. Callers of @main will silently fail on multi-line summaries after merge.

Fix: mirror ci-test-notify (build JSON in a shell step + payload-file-path), or pin only this call site to slack-github-action@v3.0.5. Fix →

⚠️ 2. actions/checkout v7 fork-PR block on claude-code-review.yaml

Per v7.0.0 changelog: actions/checkout#2454. Pattern intact in claude-code-review.yaml: L4 workflow_call (inherits caller's github.event_name), L16–17 documents pull_request_target on fork PRs by design, L28–30 checkout@v7.0.1 with ref: head.sha, L42–51 fork-setup gated on head.repo.fork == true. If v7's block is hard, all @main fork-PR checkouts fail after merge — blast radius includes downstream callers.

Human should verify against v7.0.1's src/input-helper.ts / src/git-source-provider.ts before merging. If unfavorable: pin only this workflow to checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955). Fix if needed →

Not an issue

Unchanged from prior reviews. ai-pr-review.yaml L43 gates fork PRs out; backport.yaml L66/L167 use base-repo refs; backport-github-action v11→v12 / setup-go v6→v7 / setup-uv v9→v10 — no relevant input contract changes touching this repo; slack-github-action v4 at release-notification/action.yml:71,126 (single-line interp) and ci-test-notify/action.yml:47 (payload-file-path) safe. SHA pins consistent across all 58 files.

Note on repetition

28 unchanged reviews over ~60 days. If verification has already happened out-of-band, add a marker (e.g. renovate: verified label) so future review passes short-circuit. Review — 29th pass

Both prior concerns still stand on branch, unchanged. Sandbox denies outbound to actions/checkout (WebFetch needs interactive approval, curl and gh api repos/actions/checkout/* both denied) — 29th consecutive run without v7 source verification.

Re-verified on this run:

⚠️ 2. actions/checkout v7 fork-PR block on claude-code-review.yaml

Per v7.0.0 changelog: actions/checkout#2454 "Block checking out fork PR for pull_request_target and workflow_run". Pattern intact in claude-code-review.yaml: L4 workflow_call (inherits caller's github.event_name), L16–17 documents pull_request_target on fork PRs by design, L28–30 checkout@v7.0.1 with ref: head.sha, L42–51 fork-setup gated on head.repo.fork == true. Review — 32nd pass

Nothing changed on branch since 31st pass. Sandbox still denies outbound to actions/checkout (WebFetch needs interactive approval, curl + gh api repos/actions/checkout/* denied) — 32nd consecutive run without v7 source verification.

Confirmed on this run: .github/workflows/claude-code-review.yaml:28 = checkout@v7.0.1; .github/actions/ci-notify-nightly-tests/action.yml:34 = slack-github-action@v4.0.0.

Both concerns unchanged (see 10th pass for full analysis)

  1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests/action.yml L56/L60 inlines multi-line ${{ inputs.test_results }} / ${{ inputs.failed_tests }} into a double-quoted YAML flow scalar. v3.0.5 reverted this rule; v4 (js-yaml v5) reintroduces it. Fix: mirror ci-test-notify (payload-file-path) or pin only this call site to v3.0.5. Fix →

  2. actions/checkout v7 fork-PR block on claude-code-review.yaml — Per actions/checkout#2454. Reusable workflow's fork-PR path (L28-30 checkout@v7.0.1 with ref: head.sha, L42-51 fork-setup) may break. Human should verify against v7.0.1 source before merging. If unfavorable: pin only this workflow to checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955). Fix if needed →

Review — 33rd pass

Nothing changed on branch since prior review yesterday. Sandbox still denies WebFetch (interactive approval required) and gh api repos/actions/checkout/* — 33rd consecutive run without v7 source verification.

Both flagged concerns re-verified on this run and unchanged:

  • .github/workflows/claude-code-review.yaml:28 — checkout@v7.0.1, ref: head.sha (L30), fork-setup step L42–51.
  • .github/actions/ci-notify-nightly-tests/action.yml:34 — slack-github-action@v4.0.0, inline multi-line YAML at L56/L60.

⚠️ Carry-over concerns (see 10th pass for full analysis)

  1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests/action.yml L56/L60 interpolates multi-line inputs (inputs.test_results, inputs.failed_tests) into a double-quoted YAML flow scalar. v3.0.5 reverted this rule because it broke real users; v4 (js-yaml v5) reintroduces it. Fix: mirror ci-test-notify (payload-file-path) or pin only this call site to v3.0.5. Fix →

  2. actions/checkout v7 fork-PR block on claude-code-review.yaml — Per actions/checkout#2454. Reusable workflow's fork-PR path (L28-30 checkout@v7.0.1 with ref: head.sha, L42-51 fork-setup gated on head.repo.fork == true) may break under pull_request_target. Human should verify against v7.0.1 source before merging. If unfavorable: pin only this workflow to checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955). Fix if needed →

  1. slack-github-action v4 strict multiline YAML — ci-notify-nightly-tests/action.yml L56/L60 interpolates multi-line ${{ inputs.test_results }} / ${{ inputs.failed_tests }} into a double-quoted YAML flow scalar. v3.0.5 reverted this rule because it broke real users; v4 (js-yaml v5) reintroduces it. Fix: mirror ci-test-notify (payload-file-path) or pin only this call site to v3.0.5. Fix →

  2. actions/checkout v7 fork-PR block on claude-code-review.yaml — Per actions/checkout#2454. Reusable workflow's fork-PR path (L28-30 checkout@v7.0.1 with ref: head.sha, L42-51 fork-setup gated on head.repo.fork == true) may break under pull_request_target. Human should verify against v7.0.1 source before merging. If unfavorable: pin only this workflow to checkout@v6.0.3 (SHA 08eba0b27e820071cde6df949e0beb9ba4906955). Fix if needed →

Not an issue

Unchanged from prior reviews. ai-pr-review.yaml L43 gates fork PRs out; backport.yaml L66/L167 use base-repo refs; backport-github-action v11→v12 / setup-go v6→v7 / setup-uv v9→v10 — no relevant input contract changes; slack-github-action v4 at release-notification/action.yml:71,126 (single-line interp) and ci-test-notify/action.yml:47 (payload-file-path) safe. SHA pins consistent across all 61 files.

Note on repetition

36 unchanged reviews over ~75 days. If verification has happened out-of-band, add a marker (label like renovate: verified, or a stub PR comment) so future review passes short-circuit. Otherwise both concerns still need a human — neither is verifiable from this sandbox, neither has been addressed on branch.

  • Verify branch state (both risky patterns unchanged)
  • Attempt v7 source verification (blocked — 36th consecutive run; WebFetch needs approval, curl + gh api denied)
  • Post review

Review — 37th pass

Nothing has changed on branch since 26th pass on 2026-09-03 (~21 days). Sandbox denies outbound to actions/checkout (WebFetch needs interactive approval, gh api repos/actions/checkout/* denied) — 37th consecutive run without v7 source verification. Re-verified on this run: claude-code-review.yaml:28 still checkout@v7.0.1 (fork-setup L42–51 intact); ci-notify-nightly-tests/action.yml:34 still slack-github-action@v4.0.0 (inline multi-line YAML at L56/L60 intact).

Signal fatigue — please decide

Both concerns have now been re-flagged 37 times over ~78 days. Neither is verifiable from this sandbox, neither has been addressed on branch, and no reviewer marker has been added. Three plausible resolutions:

  1. Verified out-of-band and safe → add label renovate: verified (or a stub PR comment) so future review passes short-circuit.
  2. Accepted risk → same marker + a note; treat it as documented technical debt.
  3. Still open → address one of the 10th pass fixes:

Full analysis: 10th pass. Not-an-issue summary unchanged from prior reviews.

Review — 38th pass

No change on branch since the 10th pass (~78 days). Sandbox still denies outbound to actions/checkout (WebFetch, curl, gh api repos/actions/checkout/* all require approval not granted here) — 38th consecutive run without v7 source verification.

Re-verified on this run:

  • .github/workflows/claude-code-review.yaml:28 — checkout@v7.0.1, ref: head.sha (L30), fork-setup step L42–51 unchanged.
  • .github/actions/ci-notify-nightly-tests/action.yml:34 — slack-github-action@v4.0.0, inline multi-line YAML at L56/L60 unchanged.

Both concerns remain unaddressed and unverifiable from this sandbox. Full analysis lives in the 10th pass; I won't re-restate it.

Requesting a decision to break the loop. Please pick one so future review passes short-circuit:

  1. Verified out-of-band / accepted risk → add a renovate: verified label (or a stub comment on this PR). Future passes will treat both as documented and stop re-flagging.
  2. Still open — pick a fix path:

  • Verify branch state (both risky patterns unchanged)
  • Attempt v7 source verification (blocked — 38th consecutive run; WebFetch/curl/gh api to actions/checkout all denied)
  • Post review

checkout v7 refuses fork pr heads on pull_request_target, which is the trigger every caller uses.
slack-github-action v4 rejects unindented multi-line values in an inline yaml payload, and test_results and failed_tests are usually multi-line.

Both review points are addressed:

  • claude-code-review.yaml: I checked checkout v7.0.1's src/unsafe-pr-checkout-helper.ts. It hard-fails on fork PR head SHAs under pull_request_target unless allow-unsafe-pr-checkout: true is set. This workflow now sets it, which keeps the existing fork-review design (3c96057).
  • ci-notify-nightly-tests: the payload is now built with jq and sent via payload-file-path, like ci-test-notify, so multi-line test_results and failed_tests no longer go through YAML parsing (74adebe).

Review — 39th pass (fixes verified)

Both concerns from the 38-run saga are resolved on branch. LGTM.

✅ 1. ci-notify-nightly-tests — fixed via jq + payload-file-path (74adebe)

.github/actions/ci-notify-nightly-tests/action.yml now builds the Slack JSON in a shell step with jq -n --arg … (L51-72) and hands it off through payload-file-path (L80). This is the preferred fix from prior reviews:

  • Multi-line test_results / failed_tests no longer travel through YAML parsing, so js-yaml v5 strictness is out of the picture.
  • --arg is safe against shell injection — env-var values are passed as jq strings, not interpolated into the jq program.
  • Header comment (L33-35) records exactly why the JSON is built out-of-band, so a future refactor won't undo it accidentally.

✅ 2. claude-code-review.yaml — fixed via allow-unsafe-pr-checkout opt-in (3c96057)

.github/workflows/claude-code-review.yaml L35 sets allow-unsafe-pr-checkout: true on checkout@v7.0.1, with an inline comment explaining why fork-PR review is the intent of this job and that no PR-head code is executed. That's exactly the opt-in escape hatch prior reviews hypothesized might exist.

Nothing in the fork-setup step (L45-54) or the Claude Code invocation (L56-72) shells out into the checked-out working tree, so the security surface of "we now allow fork heads on pull_request_target" is bounded to Claude reading files — which is the job's whole purpose.

  • Verify claude-code-review.yaml opts into allow-unsafe-pr-checkout (3c96057)
  • Verify ci-notify-nightly-tests now uses jq + payload-file-path (74adebe)
  • Post final review
